The Educational System of the Open University of Sichuan

The educational system of the Open University of Sichuan comprises three tiers of operational units: the Open University of Sichuan, municipal (prefectural/industry) open universities, and county (city/district) open university branches, operating under a "province-wide coordination and tiered operation" mechanism.

The Open University of Sichuan formulates plans, administers, provides guidance, conducts training, supervises, and evaluates the open education system across the province, coordinating the development and operation of the provincial network of open universities.

Municipal (prefectural) open universities and county (city/district) branches are administratively under the leadership of their respective local people's governments and the management of local education authorities. Operationally, they are subject to the guidance, administration and supervision of higher-level open universities. Industry-specific branches of open universities are established by relevant industry authorities and operationally subject to the guidance, administration and supervision of the Open University of Sichuan.
