1. Overview

The Open University of Sichuan (formerly Sichuan Radio and Television University), established in January 1979 under the administration of the People's Government of Sichuan Province, is committed to advancing lifelong learning through modern information technology and an innovative "Internet +" education model. Through collaborating with open universities administered by Sichuan's cities (prefectures), counties (county-level cities and districts), and various industries, the university has established a fully integrated, province-wide educational system. Guided by the principles of openness, inclusivity, and lifelong accessibility, it strives to build an ecosystem of lifelong education and foster a learning society. Harnessing its unique strengths in systematic operations and smart education, the university offers diverse, multi-tiered formal education programs tailored to learners of all types. By integrating higher education, vocational education, and continuing education, the university delivers accessible, high-quality open education that meets the demands of Sichuan's population. 2. School-Running Orientation

Supported by information technology, the university seeks to provide diversified, multi-level academic education and skills training for all kinds of learners, with online and offline learning support services, to promote the goal of "anyone can learn anytime and anywhere." It has long adhered to the principle of serving grassroots communities, rural areas, remote regions, and ethnic minority regions. Besides bachelor's and associate programs in open education, the university develops applied, skills-oriented disciplines under regulatory frameworks. Currently, it provides over 160 programs across eight academic categories at bachelor's, associate, and certificate levels.

Academic continuing education in the university primarily adopts a part-time education model and awards corresponding academic credentials, with a learning management system featuring registration enrollment, full credit accumulation, and easy entry with rigorous requirements for graduating. To meet the requirements of national strategies and local socioeconomic development, it is career demand-oriented and practice-focused, providing academic advancement and vocational training for diverse groups including leaders in rural revitalization, industrial workers, community workers, urban auxiliary police, urban management officers, veterans, and urban/rural entrepreneurs.

The university strives to meet social demands, promote non-academic education, enhance short-term and flexible learning models, expand community education, improve elder education, and increase social training opportunities. It establishes academic research platforms for studies in lifelong education, online education, and continuing education, offering policy consultation and public services. It also assumes responsibility for the Sichuan Academic Credit Bank for Lifelong Education, Sichuan Provincial Community Education Service Guidance Center, Sichuan Branch of the Seniors University of China, Sichuan Online Training Center for Educating Officials and Sichuan Digital Public Service Platform for Lifelong Learning. In addition, it explores international education programs, while strengthening educational exchanges and cooperative initiatives with countries (regions) along the Belt and Road.

Professional Teaching Team

Centered around distinguished experts in disciplines and industries, the professional teaching teams are set up to be responsible for curriculum design and teaching. In recent years, adhering to the principle of "combining full-time and part-time faculty with dynamic openness", the university has provided personalized, systematic learning support to students across the province.

In the past three years, many awards have been obtained by the faculty, including one National Outstanding Teacher, two Provincial Outstanding Teachers, seven OUC (the Open University of China) Outstanding Teachers, two OUC (the Open University of China) Ethics Model Educators, four OUC (the Open University of China) Ethics Excellence Educators, four OUC (the Open University of China) Outstanding Young Faculty, one Sichuan Provincial Good Teacher with Four Qualities and etc.

Comprehensive Learning Platform

Open education teaching is the central task undertaken by the university. The provincial system prioritizes teaching, investing an annual investment of over 100 million yuan to provide essential conditions and guarantees for teaching, which achieves interconnection between the provincial, municipal, and county-level platforms of the university to build a digital learning platform for lifelong education in Sichuan. It has already established a Data Center, Multimedia Resource Development Center, and Online Teaching Command Center. It has built over 50 cloud classrooms, an online live streaming platform, and a teaching management service platform, realizing the interconnection of teaching platforms at the provincial, municipal, and county levels. The university has also constructed a digital public service platform for lifelong learning in Sichuan, creating "One Platform, Three Spaces". Through collaborative efforts across the entire provincial system, a strong atmosphere for lifelong learning has been fostered.

Flexible Teaching Mode

Guided by the strategy of improving quality and creating excellence, the university promotes the Sichuan practice of open education teaching reform, explores and forms a talent cultivation model combining online and offline learning, and promotes the connotative high-quality development of the university. It delivers face-to-face teaching to the grassroots to enhance the teaching effect, implements the "golden course" project to enrich online high-quality resources, and offers live courses to improve the effect of online teaching. It comprehensively promotes practical teaching to enhance students' practical ability. Practical bases including 52 practical bases for courses on moral standards and political philosophy, 95 practical bases for professional courses, and 25 virtual experiment projects, provide a platform for students to participate in online and offline practice.
